Police Blotter: May 3 - May 16

A summary of arrests and actions of the Harrison Police Department.

Harrison Police cited eight unlicensed contractors, arrested one person for a DWI and arrested three people for drug possession last week.

Marijuana Possession

On May 3, at about 11 p.m., police questioned two men and a 17-year-old male who were in Veterans Park after hours. Police reported seeing one of the men throw something into a garbage can.

Police found a pipe at the bottom of the garbage can that one of the men, identified as 21-year-old Eric Guzman, admitted was his. Guzman also admitted to throwing a bag of marijuana behind a shelter in the park. At that location police found a clear bag containing about a gram of marijuana.

Police then searched the other two suspects where they discovered that the second man, identified as 21-year-old Thomeson Crozier, was holding a bag of marijuana in his pocket.

Police determined that the 17-year-old at the scene was not in possession of any contraband.

Guzman and Crozier were placed under arrest for unlawful possession of marijuana and were released on their own recognizance with a return court date of May 25.

Driving While Intoxicated

On May 6, at about 10:30 p.m., Harrison Police received a report of a vehicle moving erratically on North Street, then on Purchase Street traveling toward the City of Rye. Harrison Police caught up with the vehicle on Highland Road where the responding officer stopped the vehicle.

While questioning the driver, identified as 43-year-old Anthony Lovallo, police noticed that he had glassy eyes and alcohol on his breath. Police performed a field sobriety test at the scene that, according to the report, Lovallo failed. He was at that time placed under arrest and transported to police headquarters.

A blood alcohol test at police headquarters determined Lovallo's blood alcohol content to be 0.14 percent, above the legal limit to drive. He was issued two summonses for DWI and released with a court date of May 18.

Driving With a Suspended License

On May 8 at about 1:15 p.m., Harrison Police arrived at the scene of a motor vehicle accident. While questioning the driver, identified as 32-year-old Pedro Juarez, he revealed to police that he did not have a license.

A computer check of the driver's status revealed two active suspensions, Juarez was cited for third degree aggravated unlicensed operation.

Driving With a Suspended License

On May 10, at about 10:30 a.m., Harrison Police stopped a vehicle on West Street after an officer reported seeing the driver ignore a stop sign on the West Street intersection with Union Avenue.

A computer check of the driver, identified as 23-year-old Angelo Agovino, revealed a suspended license. Agovino was placed under arrest at the scene and is due in court on June 8.

Unlicensed Contractor

On May 10, at about 4:20 p.m., Harrison Police asked a man who was doing landscaping work on Woodlands Road for a Westchester County Contractor's License.

The contractor, identified as 32-year-old Francisco Valencia, told police that his license expired earlier this year. Police placed Valencia under arrest for being in violation of the Westchester County Consumer Protection Code. He was released at the scene with a return court date of May 25.

Unlicensed Contractor

On May 10 at about 5:05 p.m., Harrison Police questioned a contractor who was doing irrigation work on North Street. While speaking with the contractor, identified as 45-year-old Yong Xie, police asked to see his Westchester County Contractors License, to which Xie said he did not have one.

Xie was arrested at the scene for being an unlicensed contractor in violation of the Westchester County Consumer Protection Code; he was later released at the scene with a return court date of May 25.

Unlicensed Contractor

On May 10, at about 6 p.m. Harrison Police asked to see Westchester County Contractors License from a man doing landscaping on Ellsworth Avenue. The contractor, identified in the report as 46-year-old Glenn Colotti, told police that he did not know he needed a license for landscaping.

Colotti was arrested at the scene for being in violation of the Westchester County Consumer Protection Code. He was released at the scene with a return court date of May 25.

Unlicensed Contractor

On May 11, at about 5:45 p.m., Harrison Police asked men who were doing landscaping work on Union Avenue for a Westchester County Contractor's License.

The contractors, identified as 33-year-old Uriel Ajche Castillo and 56-year-old Natalio Barrios, told police that they were doing the work as a side job and did not have a license. Police placed Ajche Castillo and Barrios under arrest for being in violation of the Westchester County Consumer Protection Code. Both were released at the scene with a return court date of May 25.

Unlicensed Contractor

On May 11, at about 5 p.m., Harrison Police reported seeing a van parked in front of a home on West Street with rear doors open and landscaping equipment inside of it.

Police did not see a Westchester County Contractor's license sticker on the vehicle and asked the owner for his license. The owner, identified as 48-year-old Vincente Villanueva, told police he did not have a license.

Villanueva was arrested at the scene for being in violation of the Westchester County Consumer Protection Code. He was released at the scene with a return court date of May 25.

Unlicensed Contractor

On May 11, at about 10:40 a.m., Harrison Police asked to see Westchester County Contractors License from a crew removing a tree from a property on Park Drive. The owner of the company working on the property, identified in the report as 62-year-old Angelo Gencarelli, told police that he did not know he needed a license for landscaping.

Gencarelli was arrested at the scene for being in violation of the Westchester County Consumer Protection Code. He was released at the scene with a return court date of June 15.

Criminal Possession/Operating a Vehicle Without a License

On May 14, at about 2:20 p.m., Harrison Police stopped a vehicle on Westchester Avenue for having a cracked windshield. A computer check of the driver, identified as 28-year-old Jesus Ramirez, revealed that his license and registration had been suspended.

Ramirez was placed under arrest at that time. During an inventory search of the car at the scene, police also found a folded dollar bill with two clear bags containing a white powdery substance believed by police to be cocaine hidden inside.

Ramirez was transported to police headquarters where he was charged with seventh degree criminal possession of a controlled substance, second degree aggravated unlicensed operation and two other violations.

Unlicensed Contractor

On May 14, at about 9:30 a.m., Harrison Police were sent to Dorchester Road in response to an activated fire alarm. Upon arrival, a man working at the residence said that dust from his sander had activated the alarm.

Police then asked 42-year-old Dairo Rojo, who was working on the home, to produce a Westchester County Contractors License, to which he responded that he did not have one.

Rojo was placed under arrest for being in violation of the Westchester County Consumer Protection Code, he was issued an appearance ticket and released at the scene.

Driving Without a License

On May 14, at about 8:15 a.m., Harrison Police stopped a vehicle on Nelson Avenue for disobeying a stop sign. 

When police asked the driver, identified as 26-year-old Diego Paredes, for a license and registration he told them that he did not have a license.

Paredes was issued two summonses and is due on court on June 1.
