Harrison Police Blotter: May 16 - 21

A blotter of events from the Harrison Police Department.

Harrison Police arrested one person for driving while intoxicated and two others for narcotics possession last week.

Driving While Intoxicated

On May 16, at about 11:30 p.m., Harrison Police stopped a vehicle traveling southbound on Ellsworth Avenue after observing it weaving within a lane of traffic. Police stopped the vehicle at the intersection of Halstead Avenue and Broadway.

Police asked the driver, identified as 22-year-old Julia Vetrova, for her driver's license. While interviewing the suspect police reported smelling a strong odor of alcohol coming from Vetrova's breath. Police then asked the driver to perform a field sobriety test, which, according to the report, she failed.

Police placed Vetrova under arrest for driving while intoxicated and she was transported to police headquarters. At the station Vetrova agreed to a blood-alcohol test, the result of which showed a .16, twice the legal limit.

Vetrova was processed and released with a return court date of June 15.

Driving With a Suspended License

On May 17, at about 1:20 p.m., Harrison Police stopped a vehicle on Anderson Hill Road for speeding. Police stopped the vehicle near the intersection of Anderson Hill Road and Purchase Street.

When police asked the driver, identified as 72-year-old Judith Lipsky, for a driver's license a computer check of the license revealed that her driving privileges in New York State were suspended in 2008.

Lipsky was placed under arest and later released with a return court date of June 1.

Narcotics Posession

On May 17, at about 3:30 p.m., Harrison Police stopped a vehicle for failing to signal a lane change while entering Interstate 287. After the stop, the driver, identified as 54-year-old Donald Pirro, exited his vehicle and told police that his registration was expired. When police allowed him to find his registration a computer check revealed that it was in fact expired.

Police then asked the two passengers to exit the vehicle. At this time police noticed a bag belonging to Dwight Phillips, the front seat passenger. After Phillips granted permission, police searched the bag and found a used glass pipe used to smoke crack cocaine. At this time Phillips was placed under arrest.

Further search of the vehicle revealed a used syringe, a bottle containing what police believe to be methadone and two pieces of wax paper containing what police believe to be heroin. Pirro later told police that all of those items belonged to him and he was placed under arrest. 

Further search of Phillips revealed four more wax pieces of paper containing what police believe to be heroin. The third passenger was transported to a nearby train station.

Driving With a Suspended Registration

On May 18, at about 11:30 p.m., police stopped a vehicle on Harrison Avenue for having an item obstructing the view of the operator. The driver, identified as 31-year-old Avfilo Bien Aime, provided police with a driver's license and registration.

A computer check of the vehicle's registration revealed that it had been suspended for insurance lapse. 

Bien Aime was issued two tickets and released at the scene with a court date of June 1.

Ordinance Violation - Soliciting

On May 18, at about 2:15 p.m., Harrison Police were dispatched to Carriage Hill Road after a caller reported a solicitor in the area. When police arrived they spoke with a 22-year-old man who fit the caller's description. 

The man told police that he was with Paragon Sales and that he was in the area to obtain renewals and new orders for magazine subscriptions. He told police that his supervisor would have a permit for him to do so.

Police confirmed that the man did not have a permit with the Town of Harrison. He was placed under arrest and transported to the Harrison Police Department. He was released on $100 cash bail and issued an appearance ticket for May 25.

Driving With a Suspended License

On May 21, at about 5:30 p.m., police stopped a vehicle on Anderson Hill Road that had turned from Westchester Avenue. The driver, identified as 51-year-old Lisa Dabre, provided police a driver's license that a computer check revealed had been suspended for failure to answer a summons.

Dabre was issued two summonses and released at the scene.
