Police Blotter: March 17 - 22

The happenings of the Harrison Police Department.

Driving While Intoxicated, Assault and Resisting Arrest: 

On March 17, at 1:35 a.m., a Harrison Police officer reported seeing a vehicle cross a double yellow line while traveling north on Harrison Avenue. When the officer turned on his emergency lights to initiate a traffic stop, the vehicle drove two blocks before stopping in the middle of the street. Police say the vehicle then abruptly turned left and entered the Fremont Street parking lot and stopped.

When police approached the driver's side door of the vehicle they reported that Jesus Avelar, a 28-year-old Port Chester man, refused to roll down his window and produce a driver's license after repeated requests. Avelar then attempted to hide a beer bottle under the passenger's seat, according to police.

Avelar then abruptly opened the door of the vehicle and attacked the responding officer with a punch to the chest and a kick to the leg. The officer then gained control of the suspect and handcuffed him. Avelar was then placed in the back of a patrol car where he violently hit his head against the window while screaming obscenities at police.

Officers reported a strong smell of alcohol when Avelar arrived at the booking station. He refused to submit to a breath test and was read his DWI miranda warnings. A check with New York State Department of Motor Vehicles revealed that Avelar's driving privileges had been revoked.

Avelar was arrested for driving while intoxicated, second-degree assault, resisting arrest, disorderly conduct and driving with a suspended license. He was taken to town court where he was arraigned.

Bail was set at $10,000 and Avelar was transported to Westchester County Jail where he was committed without incident.

Vehicle Impounded:

On March 17, at 9:30 p.m., police pulled over a Harrison man near the intersection of Main Street and Columbus Avenue when, according to an officer's report, the driver was seen operating his vehicle without a  seat belt.

A check on the vehicle revealed that its registration had expired on March 11. The operator told police that he did not receive documentation from the New York State DMV and that he did not realize the vehicle was expired.

The vehicle was impounded and the operator was issued summonses and, at his request, was transported to his residence without incident.

Missing Vehicle Found:

A man reported to Harrison Police that his vehicle that was parked on Haviland Street on March 16 at 8 a.m. was missing when he returned to it two days later. He told police that he had locked all the doors and was the only person with a key.

Police canvassed the area and found nothing at the scene.

On March 24, the owner of the missing vehicle returned to the Harrison Police Station and told police that his vehicle had been located in good condition and that he did not want to pursue the matter further.

Driving With a Suspended License:

On March 19, at 12:07 p.m., Harrison Police stopped a vehicle on Halstead Avenue because of an expired inspection tag. When police obtained the operator's license, a computer check revealed that the woman operating the vehicle had a suspended license. 

The driver was issued two summonses at the scene and released with a return court date of April 6.

Driving With a Suspended License:

On March 20, at 10:07 a.m., a Harrison Police officer reported observing a vehicle traveling at a high rate of speed on Mamaroneck Avenue.

The officer said he stopped the vehicle and a license check revealed that the operator's license was suspended. The driver was transported to police headquarters where bail was posted in the amount of $100. 

The driver was issued summonses, with a court date of April 6.

Driving With a Suspended License:

On March 21, at 6:51 p.m., a Harrison Police officer reported observing a vehicle with less than two operating brake lights on Westchester Avenue.

The officer said he stopped the vehicle. The operator then told police that he did not have a valid license. A computer check confirmed that the operator's license had been suspended. 

Police arrested the driver and transported him to police headquarters where he was processed and released on $250 cash bail. He is due to return to court on April 20.

Reckless Endangerment, Reckless Driving:

On March 22, at 9:50 p.m., police say that a Mount Vernon man, later identified as Travis Samuels, switched across three lanes of traffic without using a directional signal. 

A Harrison Police Officer stopped the vehicle and approached the driver's side window. At this time police say Samuels slammed on the accelerator and began fleeing eastbound on 287.

While fleeing in the area of Exit 10, in the Town of Harrison, police reported that Samuels was driving 130 mph in a 55 mph zone. Police also reported that Samuels was switching lanes very rapidly and nearly caused several accidents in the area.

Samuels eventually crashed into a tree near a parking lot on Midland Avenue in Port Chester where he exited the car and attempted to escape on foot. Police say that they quickly located Samuels and placed him under arrest without further incident.

Samuels was arrested for reckless endangerment, reckless driving and five other offenses.
