6 Town Employees Arrested For Theft From Food Pantry

Florence D’Imperio, Billy D’Imperio, Sherry Toplyn and three DPW employees were arrested Wednesday.

Six Harrison town employees were arrested Wednesday for allegedly stealing from the town's food pantry. The arrests were made after a three and a half month police investigation, said a source close to the situation.

Police arrested Florence D’Imperio, Harrison's 91-year-old Meals on Wheels Program Treasurer, along with her son Billy D’Imperio, Sherry Toplyn, a part-time town clerical employee and three other department of public works employees, the source said. The names of the three other employees have not been released.

The group was arrested for stealing food intended for Harrison’s families in need from the pantry located on Crotona Avenue. The thefts were intended as a money-making scheme, with the group re-selling the food for profit, the source said. 

The town has suspended all six employees without pay, Harrison Mayor/Supervisor Joan Walsh confirmed Thursday. She would not elaborate on what charges the employees might face.

D’Imperio and Toplyn work in the town's community services office in town hall. Following her arrest D’Imperio reported to work at the office, but was subsequently given a letter of suspension and escorted from the building.

Harrison Director of Community Services Nina Marraccini originally tipped-off authorities that she suspected on-going theft from the pantry late last year, the source said.

Marraccini said she could not comment. Walsh confirmed Thursday that "disturbing" information came to light several months ago, which led to the on-going police investigation.

Police have tapes of the thefts taking place, the source said, but it is not clear at this time how much food was taken. It is believed that the thefts took place over a sustained period.

The Harrison Police Department said it will not comment on the issue, including potential charges, at this time.

The employees could face termination if they are found guilty of any future charges. On Thursday Walsh promised "appropriate action" on the part of the Harrison Town Board if it turns out the six are guilty.

No Ann, we heard you perfectly loud and clear. Isn't freedom of speech a wonderful thing? The great thing about this country is that everyone, even those people with "skeletons" in their closet can comment on people who have done something wrong. Wolves? Looks like the pot calling the kettle black. By the way, what did John or Murphy say that wasn't true? Obviously you know more than the bloggers. You wait and see, Flo and Billy - or rather their greaseball attorney - will come out swinging. They will threaten to sue the town, sue anyone and everyone. They will try to portray themselves as righteous victims and see if they can't somehow profit even from being caught at a dastardly act. This is the true sense of entitlement that some of the local government employees and electees feel is their right. IT extends even to the RIGHT TO STEAL. Hell, that's what local government is about, "we wuz jus doin' what dey all duz!" Right Flo, duh !

Wow, I'm glad I don't live in Harrison you folks are vicious. I find it very strange that there were six people suspended, yet only the 3 people are getting publicity. Who did the other 3 buy off to keep their name out of the "Patch" and The Journal News? Sounds shady to me.

The whole town needs to be revamped!!! The corruption is so visible it's not funny. Most of us turn our eyes away because we think there's nothing we can do about it. I've called, I've written about how the town spends it's money, but it falls on deaf ears. You want to talk about stealing? How about the use of town vehicles for personal use, who pays the insurance and maintenance on them? How about the sanitation department? They get paid for 8 hours but only work 4. When I said it's stealing from the towns people, I was told they're Union and we can't do anything about it. Well as Union people they're Union contract state 8 hours, it doesn't say pay for 8 work for 4. I said if they get done before there time put them to work helping other dept's. There is so much going on and everyone here that posts know something. You can't do in a small town what you can do in a big city, it's just to visible, and the towns people are the ones that pay. Just think of your property value, your reputation, what your kids are going thru because of all of this corruption. These people know what they did, they have no conscious none what so ever. It's like stealing from the church for crying out loud!!! The Attorney General for the state of NY is reading as well as our Govenor perhaps they'll get involved because it looks like our Mayor is over her head!!!

The entire country has its eyes trained on Wisconsin where there is an attempt to break the stranglehold of municipal unions on a population grown weary of the abuses in municipal workers pay and benefits. Here in Westchester, the abuses of the public's money make Wisconsin looks like kids play. We do it the New York way - this is the BIG TIME! Local officials like the Harrison mayor are enablers of these abusive practices, and often take part themselves. I had better shut up as there is a code of silence that surrounds all these activities.... shhh shhh!

No No Anthony, go ahead speak your mind that's what this is all about!! If more of the towns people would speak up and not be afraid things can get better. I believe there were those who knew that this sort of thing was going on with the Food Pantry but felt they shouldn't say anything because of the remifications of what they say. Well I for one don't think that I believe what my grandmother used to say: LOOSE LIPS SINK SHIPS!!! If you know of a crime report it.

Right Cathy, and Patricia - It is all about who you know - if you are a member of the family or not. If you are a family member, then it is not a crime to steal. Like they said in the Soviet Union before the fall, "If you are not stealing from the government, you are stealing from your family". It is family that counts - like municipal workers who pack the ranks of municipal employees with family members. They do it by employing sons and daughters, neices and nephews - one big family! We can all voice our opinions on what should happen to the "alleged" six food pantry thieves but in reality it's up to the Districk Attorney and a Judge. If they are found guility and this is their 1st offense they will most likely pay a fine and get a slap on the wrist. I highly doubt they will serve any jail time. The pensions are a different story; we can only hope the Mayor and the Board make the right decision.

Man I'm hungry. Wish I was taking from the poor NOT. I was out at a local pub this weekend and heard some of the rumors going on. What a disgrace these 6 people are. From what I'm hearing there maybe more. I agree with you guys throw the book at them. The Facebook four got their lives dragged through the gutter for joking around these steak stealera are disgusting human being probably haven't grocery shopped in years. This is my question!! Why are the other's names not mentioned? Oh and by the way don't go and glorify these people by giving them names like the pantry bandits or whatever. People that do this should be mentioned by their given names and nothing more.

Not if the whole town shows up at their hearing and demands this be handled as it should be. What we all have to remember is this isn't just a new thing with these people, I heard it's been going on for years like someone here stated. As a community we need to stand together and let the government that runs it know we're mad as hell and we're not going to take it ANYMORE!!!! They either do something or we'll do it for them by bringing in the big guns from Albany.

In an earlier post, Anthony Marcusio said that these people would come out swinging, and I think that Nurse Retched may be right that lawsuits are coming for those who at this point stand accused of theft, conspiracy and numerous other crimes. We all know that you can find a lawyer who will take your case for a cut of the take. Many of these lawyers have the same code of ethics as do Flo and Billy & Co. Keep in mind that support from the town leaders - mayor, etc. is far from certain. There may be ties between those accused and the town elected officials. From the standpoint of the accused, they are not hurting anyone. Repeat anyone - meaning any one person or family. For them hurting the collectivity of all Harrison residents and taxpayers is meaningless. They don't care. For the accused, the tax revenues of Harrison is the pot-o-honey that they are after, and it is nameless, faceless, and taking as much of it as you can is just part of the game. They see what they did as a victim-less act.

Ok folks, can we please leave the sanitation dept alone for once! Patricia and anyone else first of all, the sanitation dept or any members of sanitation had ZERO to do with this horrendous crime, and second for the record neither the highway or parks dept. workers can do what most of the sanitation guys do..... Let alone in a timely manor! Should we penalize "most" of the guys for hustling through their routes with out stopping for so much as a drink or should they take 2 15 minute breaks and a 30 min lunch and leave your garbage for the next day? I'm sure Patricia you Would be one of many on the phone that your precious garbage hadn't been picked up today... Oh my what should I do? Last I heard there wasn't a line of guys waiting to transfer to the 4 hour (which is way off) a day job of the sanitation department. So please people, for once leave the sanitation department alone!

Growing up my whole life in Harrison, this is nothing new to me. Harrison right behind Yonkers' local government is the most corrupt in Westchester county. It's all who you know, and that's is that. Harrison is too small of a town for this to actually work without having powerful town people not to know. Damn you can't sneeze in this town without having numerous people up in your business. So with that it comes down to this, what powerful town employee didn't receive their sought out cut from this heinous crime, and blew the whistle to save their own pathetic skin. From what I've read, (which doesn't make me an expert on this crime), this has been going for sometime. That to me is that numerous people were profiting from this crime. This will get big and the only way to get to the bottom of it is to bring in a foreign authority to oversee the investigation.

Anne, You say have a heart ... I do not know Mr Tirella or Mr Murphy. Yet I think that it is everyones right to freedom of speech here. Her you are talking about skelelton in thier closets how can you even go there? Stealing from the Poor .. Stop looking for more trouble by putting other people down. ... You my dear are making a circus out of this . There are no stones here watch the tape !!! If the people involved here are family members take them to church and beg for forgivness... I also find it hard to beleive that you could find any Justification for these people. I HAVE A BIG HEART YET I WILL LEAVE THE PUNISHMENT TO THE LORD .
