VIDEO: Neighbor Helps Woman With Stranded Car
Oscar Cepero was at a friend's house when he noticed a woman stuck in her vehicle along Tamarac Trail in Harrison Sunday.
A man in a nearby home helped a woman stuck in flood waters Sunday morning along Tamarac Trail.
Although the vehicle remained stuck in the water for a few hours, the woman was helped out quickly and called a friend who picked her up. Oscar Cepero, who lives in the area, shared his story with Patch.
